Siri Skåre is Senior adviser at NOREF presently mainly working on Sahel/West and Central Africa. She previously had the role as head of the Global program in charge of NOREF’s activities in Latin America, Africa, Asia and Southeast Europe for four years. For two years she oversaw NOREF’s work on Syria including the work with the CSSR, Civil Society Support Room, supporting the UN led Peace Process in Geneva. Prior to joining NOREF, Skåre was Director of the international department at the Norwegian Centre for Human Rights at the University of Oslo for eight years and Director of NORDEM, Norwegian Resource Bank for Democracy and Human Rights for seven years. She has also been advisor in the Norwegian MFA and Norad and worked several years in the International Department in the Ministry of Environment mainly following up multilateral work at the UN. For 25 years she was observing elections internationally and was head and deputy head of several OSCE/ODIHR election observation Missions. Skåre holds a master’s degree in political science/international relations from the University of Oslo. She has been the staff representative on NOREF’s board since 2024.
